START project moves forward in Libya

Libya - IOM Libya has organized the first meeting for the Libyan steering committee of the European-Union (EU) funded START project - “Stabilizing at-risk communities and enhancing migration management to enable smooth transitions in Egypt, Tunisia and Libya.”
                                                              
The START programme is designed to establish the pre-conditions required to enable smooth transitions and comprehensive recoveries in Libya, Egypt and Tunisia.

On 21 March 2013, the steering committee brought together the Ministry of the Interior’s Directorate of Combating Illegal Migration; the Advisor to the Ministry of Foreign Affairs; the Ministry of Labour and Rehabilitation's Head of Project Management and Follow up; and the Representative of the EU Delegation to Libya, Ms. Sakura Moretto.

The objective of the steering committee is to provide strategic direction, ensure effective coordination, and facilitate inter-ministerial coordination for effective project implementation.

The steering committee members reviewed the existing project objectives and elaborated a detailed work-plan with respective timeframes for each of the activities. The revised work plan was subsequently endorsed by the members, in line the Government of Libya's needs and priorities.

Inter alia, it was agreed on the importance of establishing two inter-ministerial working groups: one on migration management and other on labour migration.

IOM will provide experts and expertise in effective migration management to build capacity in Libya, while Libya's representatives committed to nominate personnel to be trained. The first induction training on migration management is scheduled for mid-April, followed by a second training on labour migration in late April.

IOM Libya’s Officer-in-Charge Maurizio Santicola reiterated IOM’s commitment to continue supporting the Government of Libya in effective migration management, while MOFA representative Mr. Mousa Al-Share’a thanked IOM and recognized the timely interventions of this programme.
   
The three parties, the Government of Libya, the EU Delegation to Libya and IOM agreed that the steering committee should convene every three months to review the progress of the project and advise on the next steps in line with the Government's needs and priorities.
