Iraq Property Claims Programme

Through an agreement with the United States Agency for International Development’s Office of Transition Initiatives, IOM has conducted fact-finding assessments in Iraq, established offices to collect real property claims, designed a claim form and informational materials, developed proposals for the policy and administrative parameters of the property claims programme and commenced voluntary reconciliation of claims where possible.

The Commission for Resolution of Real Property Disputes (CRRPD) collects and resolves Iraqi real property claims, with IOM providing assistance and advice. That assistance includes: providing legal advice on the laws governing the CRRPD’s operation; contracting with companies on behalf of the CRRPD for the purchase and installation of computer equipment; creating a database to enable the CRRPD to manage the claims received; designing a Web site for the CRRPD; conducting IT training of CRRPD staff members; assisting the CRRPD with the development and implementation of a public information strategy, and working with the CRRPD and the United Nations High Commissioner for Refugees to develop a programme for out-of-country claims.
