Overview

Italy is one of the most important destination countries for migrants to Europe: over 3,600,000 regular migrants live in the country (6.2 per cent of the total population) and the annual growth rate of migrant presence is – together with Spain – the highest in the EU.

The Mission in Italy of the International Organization for Migration (IOM) serves as the regional office for the Mediterranean and as such plays a coordinating role both in terms of operations and development of migration management strategies. Countries under its purview include Albania, Algeria, Andorra, Cyprus, Greece, the Holy See, Libya, Malta, Mauritania, Morocco, Portugal, San Marino, Spain, Tunisia, and Turkey.

Activities cover different areas of intervention, such as technical cooperation, counter-trafficking and assistance to victims, migration and development, labour and circular migration, assisted voluntary returns including reinsertion in the countries of origin, facilitating family reunification through DNA testing, public information activities to promote a better understanding of the migration phenomenon, research initiatives, medical work including the prevention of the spread of HIV/AIDS and sexually transmitted infections, and facilitation of information and access to public health care by immigrants in Italy.

IOM Rome continues to work on:

  • The Assisted Voluntary Return Programme, helping migrants who wish to return and supporting them in designing a reintegration plan for their socio-economic reinsertion in the country of origin.
  • The prevention of and fight against trafficking in persons and the exploitation of migrants, with a specific attention on minors, through capacity-building of various actors both at national and international levels; research, evaluation and analysis.
  • Supporting the international dialogue and consultations on Migration and Development as well as promoting concrete activities and projects in favor of migrants’ integration.

Through the Psychosocial and Cultural Integration Unit IOM Rome develops and carries out programmes in the following sectors:

  • Psychosocial well-being in migration processes
  • Trauma and conflict
  • Education and cultural integration.
Migrant Assistance

Assisted Voluntary Return and Reintegration. As an initial step towards addressing the needs of the targeted beneficiaries, this project will facilitate the voluntary return of migrant workers who lost their job and are at risk of becoming irregular migrants.

Action-Research on Prevention of Trafficking in Minors. Building on a research already carried out and which resulted in an “Index of Propensity to Migration of Young Moroccans”, this project will profile young Moroccans who effectively migrated, building an “Index of Propensity to Return” in order to better tailor prevention measures in country of origin and return programmes in country of destination.

Training and Awareness on Counter-Trafficking for Peace-Keepers (TACTIK II). This project is a follow up on the first edition of the Training of Trainers (ToT) of International Peace-keepers and aims to mainstream the Manual for Training of Trainers in order to promote a positive approach and role of international peace-keepers in Peace Support Operations.

Migration and Development

Migration for Development in Latin America (MIDLA). As a follow-up to the 2010 pilot project, this project will enhance the role of the Andean diaspora in Italy for the community development of the areas of origin, through financial investments of remittances in small-medium enterprises or social initiatives

Rural Employment versus Migration (REM). This project builds on Memorandum of Understanding for Migration and Development signed in 2009 by the Food and Agriculture Organization (FAO) and IOM, and is intended to foster rural youth employment in African countries by promoting links with expatriates and investments by migrant communities in job generating activities in the agricultural field in areas of origin.

Migrant Training and Integration

Chinese Communities in Italy: A Path of Language Learning and Social Inclusion. This project builds on research and outreach activities with the Chinese community in Italy and is intended to address identified priority needs for specific language training and cultural orientation.
