The Qualified Expatriate Somali Technical Support – Migration for Development in Africa (QUESTS-MIDA) project is a joint initiative among Somali authorities, the United Nations Development Programme in Somalia and the International Organization for Migration (IOM) that facilitates the transfer of skills, knowledge and experience from qualified Somali expatriates in the diaspora to public institutions in Somalia. The project aims to increase the capacity of these institutions to cope with human resource, financial management and legislative and policy-oriented challenges.
Through the project, these experts will be engaged in short-term capacity-building placements in Somalia to provide on-the-job, peer-to-peer training in their respective fields. The project targets Somalis with professional expertise in policy and legislation, human resources management, and public financial management, living in North America, the UK and the Nordic countries.
These capacity-building assignments will have long-term benefits as they will lay the groundwork for further public administration reforms. UNDP’s Somali Institutional Development Project (SIDP) will provide the strategic focus and direction, whereas IOM will provide the overall operational support to implement the project.
The project builds upon UNDP efforts during the last four years through its Qualified Expatriate Somali Technical Service (QUESTS) project as part of a wider governance program that supports institutional development and good governance. IOM will implement the program, using the experience and expertise it has developed through its Migration for Development in Africa (MIDA) initiative and its network of missions in countries where Somali professionals reside.
