Abdallah is a qualified Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Public Accountant (CPA), PRINCE2 Practitioner, and with over nineteen years’ experience in internal and external audit advisory, risk management, fraud examination, project management, public financial management advisory, trainings, process improvements, financial and operational restructurings. Abdallah has an MSc. Public Financial Management from SOAS, University of London and a Bachelors’ degree in International Business from Makerere University.

Abdallah has experience in providing Internal and External Audit reform advisory for public and private sector clients in Africa, Middle East and Asia. He has been an International Audit Technical Assistance Advisor for the UNDP, USAID, World Bank, African Union and the African Development Bank. He has previously provided long and short-term internal audit and external technical assistance advisory to the Governments of Afghanistan, Somalia, Somaliland, Lesotho, Zambia, Timor-Leste, The Gambia, and Uganda. He also previously worked with EY (Ernst & Young), and PKF International.

Abdallah is currently a Director of Advisory Services in Diamond Consulting Group, an international management and strategy consulting firm with clients like the Global Fund for whom Diamond Consulting provides audit support to the Office of Inspector General (OIG). Since 2017, Abdallah has been in charge of handling the Global Fund account. 

Abdallah understands all aspects of risk assessment, risk management and internal controls, and he is well versed in the use of the COSO Framework to advise clients on the strengthening of the control environment in the areas of governance, operations and financial management.

Abdallah has developed audit strategies, restructured audit departments, developed audit manuals, developed and conducted training modules for external and internal auditors, and also provided technical assistance to Auditor Generals, Chief Audit Executives (Heads of Audit Functions), Public Accounts Committees and Audit Committees, and audit teams in the conducting of their duties and audit engagements.

As a PRINCE2 Practitioner, Abdallah is an experienced and qualified project management professional with excellent communication and writing skills. His various roles have required him to chair meetings, make presentations and reports as well as be part of numerous high-level international meetings and forums.

Abdallah is also an expert in financial management advisory. He has experience in assisting clients to develop and implement strategic plans and budgets as well as the development and restructuring of financial management systems.
