Context

Under the overall supervision of the Head of Manaila Supply Chain Unit (MSCU) and the direct supervision of the National Supply Chain Officer, and in close coordination with the relevant units at Supply Chain Division and HQ, the successful candidate will be responsible and accountable for promoting the implementation of Supply Chain risk management and compliance systems, structures and procedures, make recommendations to the Head of the Business Policy and Systems Unit (BPSU) for risk treatment action plans, SCM compliance reviews and implementation actions. The successful candidate also supports Head of BPSU to develop SCM learning framework, identify relevant training programmes and materials, facilitating trainings and coordinating knowledge sharing activities for IOM offices.

Core Functions / Responsibilities

  1. Support the identification and assessment of risks within the supply chain processes as well as at RO and CO level in close coordination with Risks Department and SCD units.
  2. Assist in the development of risk mitigation initiatives, monitor and adhere to the supply chain standards, regulations and policies, i.e. Delegation of Authority, etc. in coordination with relevant SCD units.
  3. In coordination with relevant SCD units, ERP and other data sources, identify areas of non-compliance, suggest and implement corrective actions.
  4. Support the development of SCM learning framework, monitor implementation, collect statistics, impact assessment of the knowledge sharing activities on SCM activities in IOM. 
  5. Coordinate SCD advisory helpdesk, timeliness and quality of the responses by different subject matter experts. 
  6. Provide recommendations to BPSU Head on tools and mechanism to monitor compliance of IOM offices with SCM regulations, processes, sustainability practices, etc. 
  7. Proactively contribute to initiatives on the enhancement of adequate internal control systems with clear accountabilities. 
  8. Facilitate the development of Standard Operating Procedures (SOPs) by collecting feedback and inputs from relevant units.
  9. Assess information/training needs and prepare and deliver training programmes or information sessions for colleagues and partners in the office to enhance understanding of risk management and compliance with IOM policies, rules, regulations and procedures.
  10. Perform such other duties as may be assigned.

Education

  • Bachelor’s degree in business/public administration, supply chain, compliance, or other relevant field with five years of relevant professional experience; or
  • High school diploma with seven years of relevant professional experience. 
  • Completion of professional qualification from an internationally recognized body such as CIPS (at least CIPS Level 2) or equivalent level of other UN-wide recognized certifications, will be an advantage.

Experience

  • At least five years of experience in procurement or other supply chain management pillars.
  • Experience in risk and knowledge management (desired).
  • Demonstrated knowledge of internationally recognized supply chain standards, with the particular focus on international procurement techniques used in contracting for a diverse range of goods and services.
  • Extent and relevance of experience in providing support and guidance to requisitions and supply chain staff on the range of supply chain aspects with the particular focus in procurement and logistics.
  • Knowledge of and working experience with Enterprise Risk Management frameworks.
  • Knowledge of and working experience of Internal Control Frameworks, systems, and reviews (desired).
  • Exposure to and experience in UN or humanitarian field operations and emergencies in various geographical locations and multiple functional areas (desired).

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
