After the turbulent years between 1971 and 1985, most of Uganda (with the exception of the north, which suffered LRA insurgency) has been generally stable since 1986, when the present leadership came to power. Not surprisingly, Uganda has become home to hundreds of thousands of refugees from neighbouring countries.

The IOM mission in Uganda was established in 1988, and has since been supporting the Government to address migration challenges, and building capacity of relevant stakeholders.

Besides the country offices in the capital Kampala, IOM has field sub-offices in Nakivale, Kyangwali and Kyaka II refugee settlements in western Uganda. In 2017 IOM Uganda opened more sub-offices in Moroto (in the northeastern sub-region of Karamoja) and Palorinya settlement (Moyo district) and Bidibidi settlement (Yumbe district) – both in the northwestern sub-region of West Nile.

IOM implements a range of programmatic interventions in areas such as Refugee Resettlement; Emergency Response mostly for refugees from South Sudan and Democratic Republic of the Congo; Migration Health (Assessments and Promotion); Labour Migration and Human Development; Counter-Trafficking and Migrant Assistance; Immigration and Border Management; and Migration Governance, including policy and research. IOM also operates the Canada Visa Application Centre, and a Transit Centre for refugees, in Kampala.
