IOM supports States by providing their nationals caught in a crisis abroad with appropriate, timely and efficient emergency consular services, including the issuance of emergency travel documents or laissez-passer, as well as other services which can contribute to their protection before, during and after a crisis.  

Emergency Consular Assistance is part of IOM’s movement assistance and involves IOM staff liaising with consular services to identify the people in need of documentation, and the steps required to receive that documentation.  The support generally includes liaison with embassies  to facilitate the issuance of required travel documents and, in some cases,  coordination with IOM Country Offices in destination countries for family tracing when moving minors, or people with mental health issues or other special needs.
