IOM supports the Government of the Philippines to enhance mass evacuation networks and disaster risk reduction management at provincial, municipal, barangay and community level. IOM is providing means for planning mass evacuations in natural disasters to mitigate risk to communities living in areas vulnerable to natural hazard, including typhoon, storm surge, flooding and earthquake.
IOM, in partnership with Project NOAH, has created high-resolution hazard maps in a number of high-priority municipalities in Eastern Samar province, employing advanced technologies to produce accurate maps. These maps assist communities and local governments in a variety of areas, including preparedness in general, evacuation planning and land use planning.
IOM is also working with Project NOAH to sensitize and train local governments and facilitate community use of the hazard maps, including
- distribution of maps in different formats (mapbooks, printed to tarpaulins, etc),
- presentation of hazard maps to enhance identification and awareness of hazards, and
- community mapping workshops that integrate local knowledge and hazard mapping to plan evacuation routes
Hazard mapping and risk identification fits in with IOM’s broader DRRM programming, which includes community-based DRR trainings, evacuation centre construction and rehabilitation evacuation planning and protection support services.
