IOM Trains Indonesian Police in Human Rights, Community Policing

IOM and the Indonesian  National  Police  (INP)
Education  and  Training  Institute 
(Lemdiklat), with funding from the European Commission, will host a
two-week training  of  trainers  on 
human  rights  and  community  policing from
May 31st to June 12th.

The training, in the context of the Indonesian National
Action  Plan  on Human Rights (RAN HAM), will target over
100 participants, mainly mid-ranking police officers from Central
Indonesia regions of Java and Kalimantan. It aims to prepare
qualified and professional trainers from the INP’s ranks for
the nationwide implementation of RAN HAM.

The trainees will familiarize themselves with and further
disseminate the principles of community policing, human rights and
gender equality in line with INP Chief Regulations No. 7 of 2008
and No. 8 of 2009, while also studying training methods and
interpersonal skills.

IOM has worked with the INP to support and accelerate security
sector reform in Indonesia, for the past seven years. 

It is currently focusing on support activities that bring
together the INP and other state institutions, especially the
Ministry of Law and Human Rights, to accelerate and facilitate the
implementation of RAN HAM.

Other planned programme activities include the establishment and
operationalization of RAN HAM implementing entities; support during
preparations for the ratification of international human rights
instruments; harmonization of related legal regulations; the
dissemination of and training on human rights instruments and
principles; support during the implementation of human rights norms
and standards; and the development and implementation of related
monitoring, evaluation and reporting tools.
