Namibia
Namibia faces multiple labour challenges, such as unemployment, skills problems, and a need to use the skills of Namibians abroad better. The country launched a National Labour Migration Policy in June 2020, which calls for a National Occupational Skills Audit Survey (NOSAS) to find solutions to skills gaps, but this has not been done since 2006.
This proposal aims to contribute to Namibia’s socioeconomic development and labour migration governance through updated data on labour market skills gaps and needs (Objective). To achieve this, the project has one Outcome: The Government of Namibia has robust and gender-disaggregated data on skills gaps and needs to inform strategic workforce planning. Specifically, the project will support implementation of the National Occupational Skills Audit Survey (NOSAS) by facilitating the development of a multi-stakeholder operational plan of action, including a methodology, timeframe and budget for conducting the NOSAS (Output 1.1). The second Output will provide capacity development to the Government of Namibia on conducting the NOSAS. This training will be cascaded down to the enumerators who will facilitate the surveys. This will culminate in a draft report with the NOSAS findings and gender-sensitive recommendations that will be made available to all stakeholders.
