Good Morning. I would like to begin by greeting and thanking Ministers Claudia Blum, Karina Gould and Elizabeth Astete as well as my colleague, High Commissioner Filippo Grandi; with whom I am pleased to share this inaugural panel, and everyone present.

It is an honour to address you on the occasion of International Human Rights Day, in a year that has presented unexpected challenges for all of humanity. In this adverse scenario, the Platform has once again proven to be an innovative mechanism for coordinating and articulating the humanitarian response in the region.

I would also like to acknowledge the role of our Joint Special Representative, Dr. Eduardo Stein, in promoting dialogue and consensus at the highest level.

I would like to start by congratulating Spain and the European Union for the organization of this virtual Donor Conference in solidarity with the migrants and refugees from Venezuela, in the context of COVID-19. I want also to congratulate Canada and Norway for their roles as co-conveners of the Conference

Good morning and thank you for the invitation to be here today for a discussion on the Tampere Programme’s 20th Anniversary, and particular thanks to the Odysseus Network, the European Network on Migration, and the European Policy Centre. As I was present at the inception of Tampere in 1999, once more with the Finnish Presidency of the EU, I am now wondering if I also qualify for a 2.0 software upgrade.

Excellencies, distinguished delegates, ladies and gentlemen, it is an honour to welcome you to the 109th Session of the Council. I welcome you on behalf of all our colleagues around the world and thank you for taking the time from your busy schedules to join us here in Geneva.

Let me begin by expressing our sincere appreciation to the outgoing Chairperson, Ambassador Juan Eduardo Eguiguren of Chile, for all his hard work and commitment. I also wish to welcome the newly elected members of the IOM Council Bureau:


Message of Director General António Vitorino to IOM Staff

“Today it is my first day in office as your new director general and I want you all to know how fortunate I feel to be joining the IOM family, roughly 11,000 men and women, the majority of whom are scattered around the globe.

With this brief message, let me, first and foremost praise the remarkable work of my predecessor Bill Swing. He has consolidated IOM reputation as a principled, accountable, transparent organization with an enviable track record of efficiency and effectiveness.

Thank you, Bill.

Let me also be very direct with you in this first message to tell you what especially appeals about IOM in my view, is its commitment to be simultaneously at the service of migrants and of our member states alike.
