Context
Under the direct supervision of the Senior Resources Management Officer (SRMO), DFM Emergency Support Unit (ESU) in Headquarters (HQs) and the administrative supervision of the Chief, Manila Financial Services (MFS), the successful candidate will support ESU in managing the resources management (RM) functions of Country Offices (hereinafter referred to as COs) in L3 Emergencies and / or implementing global projects and the Department of Operations and Emergencies (DOE) in HQs.
Core Functions / Responsibilities
- Supervise the Senior Resources Management Assistants and functions of Manila Emergency Support –(MES) in provision of resources management support to COs in L3 Emergencies and /or implementing global projects and DOE in HQs
- Support and guide COs and program staff on best practices, Instructions (IN), Financial Management Rules and Procedures (FMRP) and other institutional policies and procedures pertaining to resources management.
- Support the financial monitoring of assigned HQ projects from activation to preparation of final financial report for submission to the donors.
- Support monthly staff projectization for assigned HQ staff and monitor budget availability for Crisis Management Support (CMS) and assigned HQ projects.
- Verify and provide guidance on the periodic reports, updates and monitoring files prepared by MES for L3, assigned global projects and staffing.
- Review and provide feedback on donor financial reports prepared by MES before submission to HQFINREP for endorsement. Prepare the monthly L3 Financial and HR Dashboard.
- Review and endorse budget proposals for L3 projects in the absence of the Resources Management Officer (L3).
- Support the Resources Management Officer Cash Based Initiative and Implementing Partners (CBI and IP) in development and dissemination of resources management policies, operational guidance, instructions, tools and analytical frameworks aimed at ensuring the technical integrity of cash-based programmes in accordance with IOM’s regulations, rules, policies and procedures.
- Propose improvements on internal control mechanisms to ensure compliance with IOM regulations, rules and procedures, safeguard the Organization’s assets and prevent waste and fraud.
- Contribute towards reviewing and providing feedback on relevant guidelines, SOPs, draft instructions, etc.; draft and maintain internal guidance and SOPs for tasks carried out by ESU in relation to L3 emergencies and support to assigned HQ projects.
- Support in capacity building and knowledge sharing activities, through development of relevant presentations and training materials and conducting workshops / trainings.
- Assist in compiling relevant information for internal and external institutional reporting for various purposes as required (UN OCHA Financial Tracking Service - FTS, Grand Bargain, CBI, etc.).
- Maintain and update information on the ESU page on IOM Intranet Portal.
- Assist DFM-ESU with the projectization of staff salaries, including consultants, consistent with IOM’s projectization criteria.
- Prepare various regular and ad hoc reports for DFM-ESU.
- Perform any other duties that maybe assigned in relation to support to MAC and DFM ESU.
Education
- University degree in Accounting, Business Administration, Finance or a related field from an accredited academic institution, with four years of relevant professional experience;
- Must be Certified Public Accountant (CPA) or Certified Management Accountant (CMA) or its equivalent.
Experience
- Supervisory experience.
- Relevant experience preferably in project monitoring and tracking, administrative and finance functions.
- Experience in audit an advantage.
- Sound knowledge of accounting systems and/or SAP plus generally accepted accounting principles, business risk controls, and audit/review procedures.
- Proficiency in MS Office and Web based applications.
- Excellent communication, interpersonal and writing skills.
- Sound knowledge of financial rules and regulations.
- Sound knowledge of International Public Sector Accounting Standards (IPSAS).
- Good analytical and problem-solving skills.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
