Under the functional supervision of the National Finance and Administrative Officer, the successful candidate will be providing finance and administrative support to the Migration Government Indicators (MGI) Project and will be given financial planning, monitoring, analysis and reporting tasks, and administrative support functions (including procurement processes).

Core Functions / Responsibilities


  1. Prepare quarterly and annual expense reports in the donor required format.
  2. Assist in the analysis of actual expense versus approved budget. 
  3. Participate in monthly financial calls with the Programme Manager and Deputy Programme Manager. 
  4. Review monthly project expense as well as revenue transactions (if any), to ensure correct account codes and project codes used, and monitor expenses against approved budget. 
  5. Assist in the staff cost (projectization) monitoring and other staffing review. 
  6. Review and clean-up of long outstanding commitments. 
  7. Communicate with IOM field offices, MAC and HQ regarding budgetary and expense issues. Monitor office response and continuously follow-up unresolved issues. 


  1. Review and analyze budget requests submitted by IOM field offices participating in the MGI process by flagging any issues that may arise or is not admissible according to donor rules. Assist in the preparation of the budget package for submission to donor. 
  2. Assist in the upload of budgets into the system. 


  1. Create new codes in the system. 
  2. Review and summarize all issues encountered in creating new project codes in the system and relay to supervisor. 
  3. Support the preparation and creation of OPRA for any MGI-related procurement. 
  4. Follow up with Legal Department (LEG) and Manila Supply Chain Unit (MSCU) issues related to contracts that MGI Project will be engaged with. 
  5. Perform other related tasks as may be assigned.


  • University degree in Finance, Accounting and/or Business Administration with three years of relevant work experience. 
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.


  • Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures.
  • Experience using an Enterprise Resource Planning system.
  • Good analytical and problem-solving skills. 
  • Experience working in an international organization an advantage.
  • Knowledge of IOM financial rules and regulations.
  • High level of computer literacy.
  • Ability to work with national and international institutions.
  • Ability to prepare clear and concise report.
  • Demonstrated ability to and exercise sound judgment.
  • Knowledge of PRISM and PRIMA. 
  • Knowldege of OIPA, OPRA, and OTA.


For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
